The Victoria Jie Yang Foundation
In Loving Memory
26 December 1969 - 24 November 2024
About
The Victoria Jie Yang Foundation was established on 11 May 2025, Mother’s Day, in loving memory of Victoria Jie Yang (also known previously by many as Evlyhn), a woman of deep faith, quiet strength, and radical compassion.Founded by her son, Matthew Yao, the Foundation exists to carry forward her legacy by glorifying God through acts of service, restoration, and generosity.Rooted in Christian values, we support and fund work that uplifts the vulnerable, brings dignity to the oppressed, and meets real needs with real love, particularly in communities across Asia and the developing world.
A Note from Our Founder
The Victoria Jie Yang Foundation was born out of grief, love, and an unwavering desire to glorify God through my mother’s legacy. In her life, Victoria Jie Yang embodied quiet strength, faith, and radical compassion. Even in suffering, she taught us to hold fast to hope, to fight for the vulnerable, and to love without fear.Watching my mother fight cancer, love fearlessly, and serve until her final breath taught me and all those who knew her one simple truth: Life is too short to waste, and too precious to hoard. After her passing, I knew that her story, and the love that defined it, could not simply end. This Foundation exists so that her heart for God and for people would live on, multiplying blessings to those who need it most. We believe impact must happen in the lifetime God has given us, not postponed to tombstones or distant dreams. My mother carried many visions in her heart, dreams she longed to fulfill for God. Through this Foundation, those visions will be seen through, even though she did not live to see them completed in her lifetime. (Habakkuk 2:2).Our mission is simple: to glorify God by healing brokenness, restoring dignity, and bringing hope to communities across Asia, China and the developing world. These are regions my mother deeply cherished. This Foundation begins with personal seed capital and is stewarded with a portion of family-held wealth, deployed deliberately and prayerfully to bring healing where it’s needed most. This is the way Mum lived - wisely, quietly, and with impact.Thank you for taking a moment to learn about what we are building. I pray that every life touched through this Foundation will be a living testament to the love of Christ, and to the extraordinary life of Victoria Jie Yang.Matthew Yao

Version: 1.0
Dated: 7 May 2025Founder’s ForewordThis covenant outlines how the mission and governance of The Victoria Jie Yang Foundation shall continue beyond the life or leadership of its founder, Matthew Jia-He Yao.This Foundation bears my mother’s full name because she was a woman of quiet strength, unshakable faith, and selfless compassion. It exists to carry forward the visions God placed on her heart, dreams she didn’t live long enough to fulfil. If I die early, this document must speak louder than my absence. It exists to preserve the integrity of her legacy and ensure it is stewarded with the same conviction she lived by, with or without me. What follows is the living architecture of this Foundation: how it moves, what must never be compromised, and who must carry it forward. This is my attempt to honour the weight of my mother’s life by building something that will outlive mine. Why This Covenant ExistsThe Victoria Jie Yang Foundation was birthed in grief, but it will live on through design. This is not a passion project. This is a holy assignment, a monument of love built to last generations. It must never become sentimental, watered down, or drift into vague good intentions. It must remain sharp, dignified, structured, and spiritually violent. This document exists to:- Ensure clarity in case of my death - or incapacitation
- Give future trustees, appointors, successors, and directors a map of the original vision
- Lock in the non-negotiables that define this Foundation
- Provide legal counsel with a north star for all structural and fiduciary decisions
- Pass down legacy, not just operations
- It is not a legal substitute for the trust deed, but reflects the founder’s intended spirit and operational instructions. Use it accordingly.1. MissionDedication: To Glorify God and Honour The Life of Victoria Jie YangCore Values (Non-Negotiable):These values are the spiritual and operational DNA of this Foundation. The language may evolve, but the essence must never drift. Any future trustee, board, or partner who violates these will sever themselves from the founding vision.1. Christ-Centered Stewardship
We honour God in every decision. All resources: time, money, influence, partnerships, are to be stewarded, not owned. Every action must align with our calling to glorify Christ.2. Legacy-Driven Integrity
This Foundation is Victoria Jie Yang’s legacy in motion. We carry her quiet strength, fierce love, and radical generosity. If it wouldn’t make her proud, we don’t do it.
We look to her life for guidance:- Unshakeable faith in Christ
- Compassion for the vulnerable
- Humility without applause
- Sacrifice without recognition
- Bold, selfless giving
- Obedience to Scripture and what is right3. High-Trust Execution
We move with urgency, clarity, and ruthless integrity. Trust is our operating currency: with donors, partners, and the vulnerable we serve. Every delay costs real people real outcomes. Every bloat-filled committee, vague report, or indecisive meeting dishonours the urgency of suffering.4. Lean, Lethal, Local
No bloated admin. No performative virtue. We empower local leaders, cut red tape, and deploy resources where they’re needed most. Agility > bureaucracy. Obedience > perfection.5. Faith-Led Boldness
We do not play small. We go where others won’t. We give when it doesn’t make sense. And we move with confidence that God backs this assignment.2. Organizational PillarsThis Foundation is not here to fund every good cause. It exists to focus. To strike surgically. To honour God by finishing the work Mum would have done with 20-30 more years on this Earth. All mission work must fall within the three Gospel-rooted pillars of Health, Education and Poverty Alleviation.1. Health (Spiritual, Emotional, Physical)We heal what the world leaves to die. Every healing initiative: whether physical, emotional, or spiritual, is a form of warfare. We fund hospitals, medical missions, addiction centres, trauma recovery work, and Christ-centered healing spaces, always with prayer and restoration at the centre.Flagship: The VJY Healing Centre
A healing centre is not just a clinic, it is holy ground. It combines medical care, trauma restoration, and spiritual ministry into one unified space of dignity and hope. It restores the whole person: body, mind, and spirit. They are designed to operate lean, empower local leadership, and become spiritual outposts in hard places.Core Zones:
- Physical Healing: First aid, mobile clinics, women’s and children’s health, prayer with every patient.
- Emotional Restoration: Trauma recovery, counselling, widow/orphan care, identity rebuilding.
- Spiritual Ministry: Prayer teams, deliverance, discipleship, church planting.
- Community Anchor: Hygiene, nutrition, gospel workshops, outreach events.Sample Initiatives:
- Establish VJY Healing Centres as scalable, replicable models across underserved regions.
- Deploy mobile clinics in rural China, Pakistan, Southeast Asia, always tied to gospel outreach.
- Fund hospitals and surgical campaigns in high-need communities.
- Provide ongoing support for Christian doctors and nurses in frontline or persecuted settings.
- Launch healing rooms in villages facing persecution, blending medical aid with prayer and discipleship.
- Organize combined prayer-and-care campaigns with mobile teams delivering aid, ministry, and worship.
- Set up trauma recovery hubs for survivors of abuse, slavery, persecution, and generational trauma.2. Education (Truth, Leadership, Discipleship)We build minds and raise leaders who carry the gospel into every sphere. From schools to Bible distribution, leadership training to scholarships, education is not just information, it is raising up the next generation for Kingdom impact.Sample Initiatives:
- Launch and support Christian schools and curriculum development rooted in biblical truth.
- Fund Bible distribution efforts in China and other closed nations.
- Create leadership and discipleship pipelines for emerging Christian leaders.
- Establish vocational training centres that integrate skill-building with a biblical worldview.
- Provide scholarships for orphans, persecuted believers, and the spiritually hungry with leadership potential.3. Poverty Alleviation (Freedom, Enterprise, Support)We break generational chains of poverty. Through family liberation, microenterprise support, and crisis relief, we create pathways to dignity, always anchored in spiritual transformation. Mercy is not a handout; it is strategic rescue. Our mission doesn’t stop at relief. We go after the root. We confront the economic incentives, cultural strongholds, and systemic forces that keep the poor enslaved. Our approach is both immediate and insurgent: rescue the one, reform the system.Sample Initiatives:
- Buy out families from generational bondage and resettle them with land, tools, and pastoral support.
- Launch enterprise programs for women, including sewing, small business training, and access to microcapital.
- Provide monthly support for widows, orphans, and persecuted believers, with accountability and spiritual care.
- Fund research and reform work into the economic mechanisms sustaining modern-day slavery and systemic poverty.
- Deploy crisis response teams to persecution zones, natural disasters, and humanitarian emergencies, always with gospel presence.
- Partner with local advocates, lawyers, and pastors to challenge unjust systems and elevate local reformers. Each of these 3 pillars exists to glorify God, spread the gospel, and honour Mum’s unfinished assignment.3. Role Structure & SuccessionSuccession is not guaranteed by family, age, proximity, or tenure: it is entrusted only to those who carry both the spirit and spine of the mission.Successors must carry:1. The spirit of the mission (faith, compassion, conviction)
2. The spine to execute (clarity, integrity, courage)This Foundation exists to outlive its founder. My role is to ignite the vision, build the architecture, and hand it off when the time is right: cleanly, clearly, and with confidence.Founder:
Matthew Jia-He Yao. Second son of Victoria Jie Yang. Responsible for establishing the Foundation’s vision, structure, and initial operations. All leadership transitions must include spiritual vetting, not just competence checks. No one may lead this Foundation without:- Fear of God
- Clarity of purpose
- Uncompromising integrity
- Understanding of the sacred weight of Victoria Jie Yang’s name4. Final Charge from the FounderTo the future carriers of this vision:- Do not water it down.
- You are not caretakers. You are liberators.
- Mum’s name is not a symbol, it is a sword. Use it with reverence.
- Keep the people we serve at the centre. Keep God above it all. Keep your spirit clean.
- Build fast. Time is in short supply.
- Build clean.
- Build with eternity in mind.
- Let every family freed, every woman empowered, and every prayer answered be a seed.
- If I am gone, know this: I left nothing unsaid.
- You now carry what I died building.
- This Foundation is not mine, and not my family’s. It is God’s.
- Keep it holy.5. The David Clause: Founder’s AccountabilityThe Founder recognises that his authority within the Foundation is derived from a sacred trust, not from personal merit or permanence. In the spirit of King David, a man chosen by God, yet not above correction, the Founder submits to a higher moral standard. If one day I drift, from truth, from obedience, from the spirit this Foundation was built on, I must no longer lead it. This Covenant applies first to me. I am not exempt from the weight I’ve written here. If I ever stop fearing God, stewarding with integrity, or walking in alignment with Mum’s legacy, I must be replaced. Not in dishonour, but in faithfulness to the mission and what is set out in this document. This is not a surrender of power. It is a final act of love. A line drawn in trust that if I fall short, others will rise up: holy, fierce, and ready. The mission must outlive the man. If I ever forget that, this document will remind you. And remind me.Matthew Yao
